Archival records are meant to serve as evidence of responsible governance, and in addition to their undeniable political value, they also serve as the basic component of anation's documentary heritage. Records today are history tomorrow. However, with the absence of an Archives Law in Hong Kong and the significance of keeping records being overlooked or actually not understood by people of Hong Kong, there are heightened concerns that government records would be destroyed for unjustifiable reasons and that public's rights to access well-preserved government records would be deprived of.This book in 16 chapters is based on a series of direct face-to-face interviews with different practising archivists and special librarymanagersin Hong Kong. Their conversations recorded in the book not only enable readers to understand the urgency of approving the Archives Law, but also reveal the details about their profession, as well as the richness of the local heritage that is uniquely Hong Kong.

（中央社記者郭芷瑄屏東縣24日電）61歲的曾姓男子22日醉後到屏東高樹鄉大新醫院就診，不滿久候，在醫院咆哮，院長徐哲文出面安撫情緒，曾男竟懷恨在心，今天前往醫院毆打徐哲文，被警方依醫療法移送。
警方表示，曾男22日前往大新醫院就醫，因不耐久候打針，當場請緒失控大聲咆哮，影響其他病患，徐哲文出面安撫曾男情緒，並說明因有急診病患要處理，請他耐心等候，曾男心生不滿，出言恐嚇「要毆打、殺害院長」。
警方表示，徐哲文見曾男已酒醉未予理會，曾男竟在今天上午搭乘計程車，手持扳手前往大新醫院找徐哲文報復，曾男在候診區等候，看到徐哲文進入診間，立刻尾隨進入，徒手毆打徐哲文，導致徐左頸及鼻尖挫傷，現場護理人員上前阻止，將曾男推出診間外，並立即向警方報案。
警方前往大新醫院將曾男逮捕，依醫療法將曾男移送屏東地檢署偵辦，警方表示，對於醫療院所暴力犯罪立即偵辦移送，決不寬貸。1051124

靜待美國聯準會（Fed）利率政策走勢，台股昨（21）日雖小漲32點，成交量再度縮至628億元，值得注意的是，外資已連9賣台股、累計賣超高達868億元，佔整體成交值比重已由前波高點的54％大幅降至25％。
前外資券商主管林照寰指出，目前全球新興市場或亞太區除日本外資金操作分兩派，一是因應母國贖回壓力而必須調節的賣壓，這也是川普贏得美國總統大選後賣超台股的主要來源，但這樣的賣壓將會逐步趨緩；二是在全球新興市場或亞太區除日本外股市內部輪動的資金，即便從台股抽走資金，其他權重較大的股市也不見得比台股好，因此，寧可拉高現金部位，這樣的現象從川普選前就已開始。
林照寰表示，國際資金進出台股動能開始減弱的主要原因，在於之前牽動國際資金外流的美國公債殖利率走揚等誘因逐漸降低，且股市之間輪動意願不足，因此，需看到市場開始預期美國公債殖利率開始走揚，才會有進出動作。
根據台新投顧統計，昨天國際資金佔台股成交量比重已由上周的逾3成降至25.19％，為11月9日以來新低。台新投顧協理黃文清表示，外資昨成交值占比與先前高點的54％，已腰斬過半，加上國內法人與散戶仍無進場意願，致使昨天台股成交量僅有628億元。
元大投顧資深副總杜富蓉指出，國際資金11月來共賣超台股1,025億元，近期賣超金額轉趨縮減，台股退守半年線，由於動能力道仍嫌不足，盤面上，轉由類股輪動，具有低本益比、獲利成長，法人增值概念仍為選股要件。
隨著時序進入11月下旬，外資圈也開始著手評估明年台股展望，根據摩根大通證券台股策略分析師哈戈谷（Gokul Hariharan）的預估，明年台股企業獲利成長率為9.1％、低於外資圈預估平均值的10.4％，合理指數高點為9,600點。
哈戈谷表示，全球貿易戰不確定性是明年台股最大風險，建議避開跟全球貿易有關的標的、布局對象以內需為主，看好標的：聯詠、穩懋、中壽、兆豐金控、百和等5檔。

秋季以來，隸屬大陸教育部的75所大學陸續公布2015年度政府決算，陸媒進一步分析發現：以地區來分，東部和知名商品上海的大學最「均富」，各校年均收入將近37億元（人民幣，下同）；不過校均收入墊底的居然不是中西部或東北，而是M型化太嚴重的北京，原因是北京僅北京大學跟北京清華大學2校超有錢，其他京校都很窮。
澎湃新聞報導，大陸共有75所大學隸屬教育部，「教育部直屬大學」意味科研經費、師資力量等資源上的巨大優勢。2015年部屬大學決算總額近日公布，所謂決算總額包括該年的政府總收入和去年的結餘。例如北京清華205億元決算總額，包括2015年約150億元總收入及2014年約55億元結餘。
浙大為東部領頭羊
目前75所部屬大學分布在18個省份內，不過呈現嚴重的「東高西低」：北京有24校、東部16校、上海8校；西部12校、中部10校、東北5校。不僅是數量的差異，單從各校2015年總收入來看，全大陸也呈現「東高西低」走勢。
「首富」是東部地區，擁有16所部屬大學，各校平均收入36.9億元，位列各地區之首；其中浙江大學是東部領頭羊，收入高達110億元。
地理位置上同屬東部的上海擁有8所部屬大學，各校平均收入36.4億，與東部相差無幾。
武大列中部冠軍
中部10所部屬大學，校均收入是30.1億元，又以湖北省最有教育優勢，擁有7所部屬大學，其中武漢大學和華中科技大學的收入分列中部地區冠亞軍。
擁有老牌工業強校的東北三省各校平均收入29億元，又以吉林大學55.8億元位居冠軍。
西部12所部屬大學，多在陝西省（5所）和四川（4所）；西部部屬大學校均收入27.2億元，收入最高的是四川大學的48.8億元。最詭異的是北京，擁有最多的部屬大學達24校，但兩極化嚴重，除了北京清華和北京大學2個「百億級大戶」，其餘大學收入都在40億元以下，各校平均收入也被拉低為25.3億，反而是各地區最低。
